ISO 19794-2 is a format for storing a description of the minutae (differentiating features) of fingerprints. It is almost identical to, but incompatible with, ANSI 378..
ANSI 378 files will begin with
46 4D 52 00, which is ASCII "FMR" followed by a zero byte. This is the same signature as ANSI 378; gives an algorithm to tell them apart.
