ARS is a DOS utility that creates self-extracting compressed archives in EXE format. It was developed by Stepanyuk V. Oleg (maybe also written "Oleg Stepanyuk").

The first 11806 bytes are probably always the same. There is an apparent signature at the start of the "overlay" segment (refer to MS-DOS EXE#Special file positions) at offset 11792: byte 0x0d, followed by ASCII "(C) STEPANYUK". (Caution: The few bytes after this string might be garbage.)
