File Format
Name Animator PIC/CEL
Ontology
Extension(s) .pic, .cel
Released 1989

Animator PIC/CEL refers to a raster graphics format associated with the original Autodesk Animator animation software for DOS. The same file format is used for both .PIC and .CEL files.

Note that the successor to Animator, Animator Pro, also used .PIC and .CEL files, but the formats are different. PIC files use Animator Pro PIC format, and CEL files use FLC format. It seems there are also versions of Animator [Pro] that use GIF as their "PIC" format.
