• Hosted at http://www.nationalarchives.gov.uk/PRONOM/
• Provides version-level format information on hundreds of formats, and mints permanent identifiers for each (e.g. fmt/10).
• Each record can be downloaded as XML. (e.g. fmt/10.xml).
• Also published as linked data, using this ontology.
• Cross-references to MIME Type and file extension.

The digital preservation community has created some similar resources. Unfortunately, they tend to be fairly empty, or lead to heavily on PRONOM for content.
