Template Catalog (.TCT) is a file format used by at least two Windows 3.x applications by Spinnaker: PFS:Publisher, and Brochures and Mailers. It evidently contains raster graphics thumbnail images, associated with TM1 files.
The format is similar to Picture Catalog format.
Identification
Files begin with ASCII "CAT ", and have "TPLTFORM" at offset 8.
