ARTS is a format used for data captures of network topology and performance that is used by the cflowd and skitter utilities. There is an arts++ library to access this file format, which is a binary format. A newer utility, scamper, uses warts files instead.
Skitter is not connected with the character of that name in the Worm web serial, who is a superpowered teenage girl who can control insects; the sorts of bugs users of the skitter utility may be tracking down are of a different sort.
