Microsoft Windows 95 through Windows XP all included an image editor or viewer capable of writing annotations (lines, highlights, text, etc.) to TIFF image files. The annotations use a custom vector graphics format, pointed to by TIFF tag 32932.
The format may be known as Wang Annotation or eiStream Annotation.
