This site was originally released as Public Domain, meaning that everything was freely available for anybody to use for any purpose with no strings attached. Some objected that there are countries not recognizing such a complete lack of copyright license, so it was eventually re-designated as [http://creativecommons.org/about/cc0 Creative Commons 0], the "No Rights Reserved" license. That's the same as Public Domain, but more formally stated, and hopefully valid in all jurisdictions.
