It is based on ASCII, but has methods of encoding various traditional newspaper characters dating back to the old-fashioned era of typesetting. While it is a text markup format, it is apparently also used for image metadata; a Photoshop file format document mentions (with regard to Mac files) that "All of the data from Photoshop's File Info dialog is stored in 'ANPA' resource 10000. The data in this resource is stored as an IPTC-NAA record 2."
