The MediaStream Processing API was a proposed standard for web audio/video (including that which is created "on the fly" by web applications as well as "canned" files for streaming) which was proposed to the W3C by Mozilla as a successor to its own Audio Data API, but failed to gain traction compared to Google's proposal which became Web Audio API.
