From Just Solve the File Format Problem
Speech is what Congress shall make no law abridging the freedom of, according to the First Amendment to the U.S. Constitution. The Founding Fathers, however, didn't have access to the FL Studio / FruityLoops audio software, which offers in some of its plug-ins the feature of text-to-speech computerized voices. A Speech Preset stores the information for such vocal audio.
