No Code is the best way to write secure and reliable applications. Write nothing; deploy nowhere. This strategy has been advocated and implemented by Kelsey Hightower in a GitHub site.

File format

No Code can be implemented via the absence of any files, or through an empty file in any operating system that lets you create one, for which the .no extension is recommended.
