inBloom is a nonprofit organization, funded by Bill Gates, which is intended to improve education. One thing they are doing is, controversially, accumulating large amounts of personal information about public school students in participating districts (including New York City schools), where it is apparently accessible to some authorized developers. It's all supposedly intended to be used to enhance the quality of education, but what exactly is going to be done with all this information? Nobody seems quite sure, but some parents are concerned.

Anyway, the data format is XML, and there's a good deal of documentation online.
