Com2txt is a DOS utility by "Dark Stalker".
No documentation seems to exist, so we can't say for sure what its purpose is. It seems to convert a COM file to one that has the same functionality, but doesn't contain most byte values below 0x30, and has line breaks at regular intervals.

Identification
The first 34 or so bytes of an encoded file are probably always the same. The first 16 bytes are 90 90 90 68 cb a1 5b 81 eb a0 a0 2e 81 37 45 45.
