The lower half is the same as [[CP437]] (and [[ASCII]]), and the upper half has Arabic letters and a few other things such as box drawing characters and symbols, though not as many as in some of the other DOS encodings. Since Arabic is written right-to-left and bidirectional character support wasn't very well developed in those days, files in this encoding might be in "visual" character order rather than "logical", but one can never be sure. Its only difference from [[CP864]] is the addition of the euro sign at position A7, a previously unassigned position.
